Preliminary and final measure specifications and value sets

MN Community Measurement (MNCM) is announcing a new operational change to further its efforts to make quality reporting easier for providers and to continue supporting their improvement strategies. 

Beginning in the fall of 2020, MNCM began releasing preliminary measure specifications and value sets before the start of the dates-of-service to which the specifications apply. Final versions of the specifications and value sets will be released during the dates of service, generally in the fall.

Advanced release of preliminary specifications and value sets will benefit providers, whether participating in quality measurement via MNCM’s Direct Data Submission (DDS) method or the new Process Intelligence Performance Engine (PIPE) method, in a few ways:

·       Providers will know the anticipated standard to which they will be held for the services they are currently providing allowing them to proactively plan and monitor their improvement activities.

·       Providers engaged in quality measurement using the PIPE method will also receive more frequent and timely feedback on performance during the measurement period to inform adjustments in improvement strategies.

·       This operational change will also improve alignment by placing MNCM’s measurement documentation release schedule in line with other national measurement organizations.

Releasing preliminary specifications and value sets provides as much information to providers as possible to help them in planning, while also leaving room for MNCM to address unforeseen adjustments necessary prior to release of the final specifications. For example, adjustments to coding, value sets, or changes recommended by the Measurement Review Committee (MRC) and Measurement and Reporting Committee (MARC) regarding measure retirement.
