How to handle insurance for patients with two primary insurers

To determine the priority of which record to submit for each patient, prioritize the record with any commercial insurance first.  For example, if the patient has a record with commercial product data and one with Medicare product data for the same patient, submit the record with the commercial product.  If the patient has both Medicare and Medicaid, submit the record with the Medicaid data.
